What's wrong?
The engine control module, or ECM, on 2021-2024 International Lt and Rh trucks is the computer that manages engine torque and throttle response. When the driver presses the throttle pedal, the ECM reads that request, checks vehicle speed and other network signals, then commands the engine to add power.
On affected trucks with the International A26B engine and specified WABCO air brake ABS feature codes, the ECM software reads some ABS wheel speed sensor fault messages incorrectly. The software treats those faults as very high vehicle speed. To reduce that wrongly calculated speed, the ECM cuts engine torque and ignores the throttle pedal. The truck can unexpectedly slow to idle speed while it is on the road, even though the driver is asking for power.
There is no warning sign before failure. The issue comes from how the recalled software handles faulty wheel speed data over the truck network, so the driver does not get a separate symptom before the throttle stops responding.
Who's affected?
Covers Lt and Rh trucks across the 2021, 2022, 2023, and 2024 model years, all involving ECM programming software.

What's the safety risk?
If the truck unexpectedly slows to idle speed in traffic, surrounding drivers have less time to react and crash risk increases. There is no warning sign before failure, so treat any sudden loss of road speed as a reason to move out of traffic when safe and call the dealer. Repair is free at any franchised International dealer.
What should I do?
- Check your VIN to confirm your 2021-2024 International Lt or Rh truck is included in this recall.
- Contact a franchised International dealer to schedule the free ECM software update that keeps the truck from unexpectedly slowing to idle speed.
- Bring the recall notice if International mailed one. If not, reference recall number 23V220 when you call.
- Call International customer service at 1-800-448-7825 with questions about recall number 23V220.
- Drive cautiously until the software update is complete. Leave extra following distance and move out of traffic if the truck stops responding to the throttle.
What happens at the repair
At the dealer, an International technician updates the engine control module software so the throttle pedal signal is handled correctly and the truck does not unexpectedly drop to idle from this defect. The software update and dealer labor are covered under the recall. Navistar's reimbursement plan applies for owners who already paid for an ECM related repair before the recall notice. Use the reimbursement instructions included with the customer notification and keep repair documentation for the claim.
