The ECM, the engine computer on affected 2014-2021 International Mv, Durastar, Workstar and Hv vehicles, controls engine speed and stores calibration settings for the power take-off system. The power take-off control lets a stationary truck run equipment from engine power while parked, and its neutral interlock is supposed to keep engine-speed control from raising rpm unless the transmission is in neutral.

On these vehicles, the calibration for feature code 12VXT or 12VXU did not have the PTO neutral interlock enabled. If the parking brake is applied while the automatic transmission remains in drive or reverse, engaging the stationary PTO switch lets the engine rev. That extra engine force is enough to overcome the parking brake and move the vehicle.
