What's wrong?
The rear row passenger seat belts in 2019-2020 Mci D45 Crt Le coaches use a retractor, the spring-loaded mechanism that feeds belt webbing out and pulls it back in. These belts include an emergency locking mode for a sudden stop and an automatic locking mode used after the belt is pulled out and set. The belt has to return from automatic locking mode to emergency locking mode so the passenger can extend it again.
On affected coaches, the retractor mounting location on the rear cross seat chassis leaves too little webbing length for that switch back after activation. Once the automatic locking mode is triggered, the retractor does not release as intended. The belt is then stuck short or stowed, so a passenger in the last row cannot pull it out and use it.
The warning sign is visible when someone tries to use the belt. It will not pull out or retract when switching back from automatic locking mode to emergency locking mode.

A matching year and model does not guarantee inclusion. Check your VIN to confirm whether your specific bus is included.
What's the safety risk?
A seat belt that will not pull out or retract leaves a passenger without normal restraint protection. In a collision, that increases injury risk. If the belt locks after ALR activation or fails to return to ELR mode, keep that seat out of service and schedule the repair soon. Repair is free at any franchised Mci dealer.

What happens at the repair
At the dealer, Mci service works with the seat belt manufacturer to modify the seat belt installation in the last row of passenger seats. The repair is free under the recall. The work is meant to restore proper seat belt retractor function so the belts in that row can be used as intended. MCI has a general reimbursement plan on file. If you already paid for this repair, contact MCI customer service about the documentation needed for a claim.
