Recall 19V838 affects 3 2020 International Hv vehicles for a non-quick-release air-brake valve. Repair is free at any franchised International dealer.
International is recalling 3 2020 Hv vehicles because they were built with a non-Quick Release Modulator Valve instead of the required quick release valve, changing brake release time. That longer brake-chamber exhaust time can increase the risk of a brake or tire fire, and International dealers will complete the recall repair free of charge.

What's wrong?
The quick release modulator valve in the air brake system on a 2020 International Hv controls air pressure at the brakes and helps the brakes release at the required speed. In a truck with air brakes, pressurized air applies the brakes, then the valve vents that air so the brakes let go when the driver releases the pedal.
These vehicles were built with a non-Quick Release Modulator Valve instead of the Quick Release Modulator Valve required by the design. The wrong valve does not include the quick release function, so brake release time on certain 6X4 trucks with 6 channel ABS and a wheelbase greater than 252 inches does not meet FMVSS 121 air brake requirements.
There is no warning sign before failure. The issue is the installed valve and its brake release timing, not a noise, warning light, or pedal feel that an owner can reliably notice before inspection.

Not every 2020 International Hv truck is on the list. Check your VIN to confirm whether your specific truck is included.
What's the safety risk?
When the brake chambers take longer to exhaust, heat and drag can raise the risk of a brake or tire fire. The recall does not identify a warning sign before the risk develops, so schedule the repair soon after confirming your VIN is included. Repair is free at any franchised International dealer.
What should I do?
- Check your VIN to confirm your 2020 International Hv is included in this recall.
- Contact a franchised International dealer to schedule the free valve replacement that swaps the non-quick-release modulator valve for the correct quick-release modulator valve.
- Bring the recall notice if International mailed one. If not, reference recall number 19V838 when you call.
- Drive cautiously until the repair is complete, and contact the dealer if the brakes release slowly after stopping.
What happens at the repair
At the dealer, an International technician replaces the non-Quick Release Modulator Valve with a Quick Release Modulator Valve. The recall repair is free, with parts and labor covered. If you already paid for this valve repair before the recall notice, Navistar's standard reimbursement plan applies. Follow the reimbursement instructions included in the customer notification and keep documentation with your repair paperwork.

Frequently asked questions
What is recall 19V838?
Recall 19V838 covers 3 2020 International Hv vehicles built with a non-Quick Release Modulator Valve instead of the required Quick Release Modulator Valve. That valve choice can slow brake chamber exhaust time and increase the risk of a brake or tire fire. International dealers will replace the valve for free.
What should I do if my 2020 International Hv is on this recall?
Check your VIN to confirm your specific vehicle is included in recall 19V838. If it is, contact a franchised International dealer to schedule the valve replacement. Reference recall 19V838 or International recall number 19519 when you call. The repair is free.
Is the recall repair free?
Yes. Federal recall law requires the manufacturer to perform the recall repair at no cost. For recall 19V838, International dealers will replace the non-Quick Release Modulator Valve with the correct Quick Release Modulator Valve for free.
What is the safety risk?
The risk is delayed brake chamber exhaust. When the brake release time is too long, the affected air-brake system can increase the risk of a brake or tire fire. If your VIN is included, schedule the free dealer repair before continuing regular service.
