What's wrong?
The steering wheel on the 2019 CR-V is built around a metal core that holds the airbag, the horn contacts, and a coiled ribbon of wires called the cable reel sub-harness. That sub-harness keeps an electrical connection to the driver's airbag and horn while the steering wheel turns. The wires sit inside the wheel, routed close to the metal core.
On affected CR-Vs, the metal core was finished with small burrs left over from manufacturing. As the steering wheel turns through normal use, those burrs can rub against the cable reel sub-harness and cut into the wires. Once the insulation is breached, the wires short-circuit.
