What's wrong?
On 2013-2016 Fccc Xbr, Xcp, Xcl, Xbs, Xcr, Xbp, Xcm, and Xcs motorhome chassis, the adjustable offset foot pedal is part of the service brake control. When the driver presses the pedal, it applies the motorhome brakes and sends a brake activation signal to certain towed devices. When the pedal is released, that signal is supposed to turn off.
On affected chassis built with the heavier adjustable foot pedal, a pedal assembly design change left the signal active after the motorhome service brakes were released. The brake system receives the driver's release input, but the electrical brake activation signal sent to a towed device does not shut off as designed. Fccc later released a pressure switch change and added a torsion spring to improve pedal return.
